We welcome you to meet the caring and dedicated members of Randolph County Senior Center’s In-Home Service Staff in Elkins, West Virginia. Our team is here to assist local seniors with a wide variety of tasks. Our goal is to help you and your loved ones remain independent, safe, and secure in the comfort of your own home. In addition, respite care services are offered for residents living in our local communities.

Joan Howes, RN, In-Home Care Supervisor

Joan Howes, RN, In-Home Care Supervisor

Joan Howes has worked as a registered nurse since 1992. She began her career at the Davis Memorial Hospital (DMH) working in medical-surgical nursing and in pediatrics. In 1994, she left traditional nursing to go to work at In-Home Care Services, where she worked for several years. At the end of this period, Joan went back to the DMH to work as a discharge planner. Returning to In-Home Care Services, Joan has now been working with the RCSC since August 2014.

Joan’s colleagues describe her as cool, calm and collected. We all love her ability to remain neutral in every situation that often will diffuse any crisis.

“She’s a jewel.”

When not hard at work, Joan likes to spend time with her husband, Mark, and their two German Shepherds. She also enjoys reading, swimming, and going fishing.


Vicki Weiford, RN

Vicki Weiford, RN

Vicki Weiford graduated from nursing school in 1972 and worked in Memorial General Hospital’s ICU Unit for 21 years. In 1993, Vicki left ICU and came to the RCSC to work in In-Home Care Services for 11 years. Before returning to the RCSC in 2014, Vicki worked at Davis Memorial Hospital’s Emergency Room Department for five and a half years, and as CCIL for In-Home Care Services for three years.

Vicki is married and has two children and three grandchildren. She is a member of the Otterbein United Methodist Church.

“I like being with my family. We garden together and hold many family gatherings that make me happy.” -Vicki

Vicki’s colleagues say that she is one of the hardest working people they know. She is a strong advocate for her clients and knows how to make things happen.


Lesley Nefflen

Lesley Nefflen

Lesley Nefflen started working as a nurse in 1994, after graduating from WVU with her bachelor’s degree. She went to work at Davis Memorial Hospital in medical-surgical nursing, pediatrics, and cardiac and pulmonary rehabilitation, where she worked for ten years. She then worked for several years part-time at the St. George Clinic, Wellness Center in Parsons and Mt. Hospice. In 2007, Lesley started working at In-Home Cares Services and then joined RCSC’s In-Home care staff in 2014.

Lesley loves her family. When not at work, she likes to go camping with her husband Henry, and raises flowers in her home flower bed. She has two teenaged children. She says that raising teenagers “is a challenge, but I love it.”

Lesley is loved by her colleagues. She is always cheerful and makes her patients feel good when she goes to visit. Although Lesley works part time, she is flexible with her schedule to meet everyone’s needs.


Marilynn Cuonzo, RN, Case Manager

Marilynn Cuonzo, RN, Case Manager

Marilynn Cuonzo has been with the Senior Center since 2013. She started her nursing career in 1972. Marilynn describes home care nursing as her passion. “I started seeing people at home when I was a child going with my dad, who was a doctor, in patients homes.” -Marilynn

Marilynn’s career has been Home Health Nursing and Hospice Nursing consistently since 1973. Marilynn is dedicated, organized, and a good advocate for her clients. She says her in-home care work gives her a chance “to go into people’s homes, see how they live, and provide them with information to make their lives a little bit easier.”


Deb Strader, Personal Assistant Coordinator (and retired RN)

Deb Strader, Personal Assistant Coordinator (and retired RN)

Deb Strader is the Personal Assistant Coordinator for the In-Home Care Service Office. Debbie has an impressive background. In 1974, Debbie became a registered nurse, receiving her Master’s Degree in Nursing in 1976 from WVU School of Nursing. She worked as supervisor in a hospital setting for many years. When she moved to North Carolina with her husband, Debbie went to work as manager for the Forsythe Pathology Department. Debbie has also worked as a catering coordinator for Asbury Methodist Church and was a coordinator for the Outpatient Surgical Department at Rex Hospital in Raleigh, NC. In 1999, Debbie started Debbie’s Care and In-Home Care Service in Raleigh, NC, which she managed for 14 years.

After moving back to West Virginia, Debbie thought she would take an easy job and volunteered for RCSC. We soon found out that she had skills needed in the In-Home care service department, so she joined the staff in 2014 and accepted the job as coordinator in 2015. Debbie is the rock in our In-Home Care department. She is polite, pleasant, amazingly organized, and has a wonderful sense of humor. When not at work she works tirelessly for the Randolph County Humane Society.


Kacey Hinkle, Assistant Billing Clerk

Kacey Hinkle, Assistant Billing Clerk

Kacey Hinkle is RCSC’s In-Home Care Service assistant billing clerk. After graduating with a degree in Criminal Justice from Fairmont State College in 1996, she went to work for Genesis Youth Center in Clarksburg, and then for the state of West Virginia in the Child Protective Services and ResCare Group Home in Buckhannon.

When she moved to Elkins, Kacey worked as a legal assistant. In 2007, she worked for Davis Memorial Hospital as a nurse aide/ward clerk. “In 2015, I was offered the job at the RCSC as the billing clerk.” When not at work, Kacey loves to be with her family. “My son is the apple of my eye. I also enjoy gardening, cooking, reading and swimming at the river.” -Kacey

Kacey is a very caring, friendly, and energetic person. She always wears a smile and loves to help the people who come into the office for assistance.
